Acting Prosecutor General seeks to lift the immunity of MP Dzheyhan Ibryamov
Acting Prosecutor General, Borislav Sarafov, has submitted to the 51st Parliament a request for lifting the immunity of MP Dzheyhan Ibryamov (Alliance for Rights and Freedoms), the Prosecutor's office said on November 13.
The request for permission to continue the criminal proceedings against him is on the proposal of the Sofia City Prosecutor's Office dated November 11, 2024.
The MP was brought to criminal responsibility for two crimes:
- In October 2019, in Sofia, he asked for, and received, a bribe of BGN 20,000 to influence a decision by a Health Ministry official in favour of permitting the release of a group of biocidal products into the market.
- On September 26, 2024, also in Sofia, Ibryamov asked a man, identified with the initials M. T., for a bribe of BGN 400,000, inducing M.T. to believe that if he gives him the money, Ibryamov will influence a decision of Defence Ministry officials concerning public procurement contracts. On October 2, 2024, in a parking lot of a shop, Ibryamov maintained this deception in M.T. and tried to cause him property damage in large amounts (BGN 100 000), but the attempt was interrupted by factors beyond Ibryamov’s control. He was arrested by the police immediately after receiving BGN 100,000 from M. T.
The evidence gathered so far, including such gathered by special intelligence devices have been attached to the material submitted to the Parliament.
The criminal proceedings against Ibryamov were suspended on 11.11.2024 on the basis of Article 25, para. 1, item 3 of the Criminal Procedure Code, as he had acquired immunity as a member of the 51st National Assembly.
The criminal proceedings against Ibryamov were suspended on November 11 after he acquired immunity as a Member of the 51st Parliament.
Under Article 70 of the Bulgarian Constitution, a resumption of criminal proceedings and a continuation of an investigation are possible only with the permission of the Parliament or with the written consent of the MP in question.
