Bulgaria’s President refers some texts of the Health Act to Constitutional Court

Bulgaria’s President Rumen Radev signed a decree for promulgation of the Amendments to the Health Act and will refer to the Constitutional Court for texts that are in conflict with the Constitution, the press office of the President said on May 13.

The Head of State has repeatedly called on the relevant institutions for a planned and manageable exit from the coronavirus state of emergency. The lack of a plan by the Council of Ministers led to the adoption of the Law on Amendments to the Health Act at the last possible moment with vague and contradictory provisions, the statement says.

In order not to interrupt social and economic support for the affected citizens and businesses in conditions of a crisis, rising unemployment and loss of income, the President signed a decree for the promulgation of the Law amending the Health Act.

Following his consistent position to defend the Constitution and the fundamental rights and freedoms of citizens, the head of state will refer to the Constitutional Court certain texts that are in conflict with the Basic Law. The President's motives will be announced in the coming days.
