Caretaker cabinet proposes to the Parliament to extend the 2022 budget

The caretaker Government proposes to the National Assembly, on the basis of Art. 87, para. 1 of the Constitution of the Republic of Bulgaria, to extend the effect of the Law on the implementation of the provisions of the Law on the State Budget of the Republic of Bulgaria for 2022, the Law on the Budget of the State Social Insurance for 2022 and the Law on the Budget of the National Health Insurance Fund for 2022 (the so-called extension law), the government press office said on May 30.

Following the constitution of the 49th National Assembly on April 12, 2023, the extension law will be effective until June 10, 2023. In case the Law on the State Budget of the Republic of Bulgaria for 2023, the Law on the Budget of the State Social Insurance for 2023 and the Law on the Budget of the National Health Insurance Fund for 2023 are not adopted within the mentioned term, it is necessary to extend the so-called extension law.

The proposed bill will ensure stability and the possibility of financing the systems and carrying out their state and public functions until the adoption of the Law on the State Budget of the Republic of Bulgaria for 2023.

This will ensure that expenditure and transfers can be made to the first level spending units, subject to the budget laws for 2023 not having been adopted and taking into account enacted acts of the National Assembly, the Council of Ministers and other administrative acts providing for additional or reduced budgetary allocations.

The amendments ensure payment for activities related to benefits and allowances, other costs related to the security, life and health of the people. Provides for the ability to top-up investments included in the National Recovery and Sustainability Plan as a result of inflationary processes that have resulted in an increase in the performance estimates assessed when the Plan was approved at prices prior to and through 2021.

Securing the additional national resource required to deliver the capital investments will support the delivery of the actions - milestones and targets from the payment claims to be submitted to the EC by 2026.
