President Radev signed a decree to appoint Nevin Feti and Sasho Penov as Constitutional Judges from the presidential quota

Head of State Rumen Radev on November 1 signed a decree appointing Dr. Nevin Feti and Prof. Sasho Penov as members of the Constitutional Court from the President’s quota.

Dr. Nevin Feti was born in 1977 in Varna. In 2001, she graduated from the Faculty of Law of Sofia University. In 2005, she graduated as a Master in National Security Protection from the Academy of the Ministry of Interior. She holds a PhD in National Security with a dissertation topic "Optimisation of measures for the protection of classified information in industrial security".

In 2002, she was a judicial candidate at Sofia City Court. In 2002-2003, she was a lawyer at the Sofia Bar Association, and until 2004 she was a senior expert lawyer at the State Commission on Information Security. From 2004 to 2007, she was an assistant and senior assistant lecturer in protection of classified information at the Academy of the Ministry of Interior.

From 2007 to 2012, she was Secretary for Legal Affairs, and from 2012 to 2024, Legal Advisor to the President.

Dr. Nevin Feti was a visiting Assistant Professor of general civil law at the Faculty of Law of Sofia University from 2008 to 2012, a guest lecturer at the Academy of the Ministry of Interior in protection of classified information in the period 2008-2013; since 2015 she has been a guest lecturer in legal regime of classified information at the Faculty of Law of Sofia University. Since 2021 she has been a lecturer in legal regime of access and protection of information at the Faculty of Journalism and Mass Communication of Sofia University. She was a lecturer at the National Institute of Justice in 2005-2024 and at the Institute of Public Administration in 2013-2024.

Prof. Sasho Penov was born in 1960 in the town of Montana. He holds a Master's Degree in Law from the Faculty of Law of Sofia University.

In 1986-1987, he was a trainee at the Sofia District Court, and since 1987 he has been a full-time assistant professor of financial law at Sofia University. He received his doctorate in law in 1996, has been an associate professor since 2000 and a professor of financial and tax law since 2012.

Prof. Penov specialized at the Institute of International Financial and Tax Law of the University of Hamburg, Germany, and in 1991-1992 defended his Master's degree there. He did specializations at the OECD international training centre in Vienna, Austria in 1993, at the University of Athens, Greece in 1995, at the University of Saarbrücken, Germany in 2001 and 2004, and in the USA in 2002.

He worked in the tax administration at the Ministry of Finance in 1989-1990 and in the tax treaties department in 1992-1993. He was involved in the preparation of treaties for the avoidance of international double taxation. From 1994 to 2024, he was a lawyer at the Sofia Bar Association.

In the periods 2001-2005, 2005-2009 and in 2017 he was a member of the Consultative Council on Legislation at the National Assembly and drafted opinions on bills. In 2022-2023 he was Minister of Education and Science.

Prof. Penov teaches financial law, tax law, international tax law at Sofia University and at the University of Veliko Tarnovo. He is Dean of the Faculty of Law at Sofia University. He was awarded the Grand Prix for Lifetime Contribution to Law at the National Justice Awards in 2017.
