President selects the Head of National Audit Office as candidate for caretaker Prime Minister

Bulgaria’s President, Rumen Radev, has selected the Head of the National Audit Office, Dimitar Glavchev, as candidate for caretaker Prime Minister, pursuant to Article 99, paragraph 5 of the Constitution.

On 30 March, at 14.00, the Head of State will receive the candidate for caretaker Prime Minister at the Presidency to assign him to propose the line-up of a caretaker government.

Under the latest amendments to the Constitution, the President may choose the potential caretaker Prime Minister from a list that includes the Speaker of Parliament, the Governor and Deputy Governors of the central bank Bulgarian National Bank (BNB), the head of the National Audit Office and his deputies, and the Ombudsman and Deputy Ombudsman.

Who is Dimitar Glavchev?

Dimitar Glavchev was born in Sofia. He has Master’s degree of International Economic Relations and Accounting from the University of National and World Economy. Chartered Accountant, registered auditor from the Institute of Chartered Accountants.

He has over 30 years of professional experience in the field of auditing, financial control and accounting. More than 20 of these years are in the field of independent audit, including engagements for contracted procedures of EU-funded projects.

Member of the Parliament and member of the Committee on Budget and Finance from the 41st to the 46th National Assembly. Deputy Chairperson of the Committee on Budget and Finance and Chairperson of the Standing Subcommittee on Public Sector Accountability in the 41st National Assembly.

President of the 44th National Assembly for the period 19.04.2017 - 17.11.2017. Deputy President of the 43rd National Assembly. Chairperson of the Committee for Monitoring the Activities of the Energy and Water Regulatory State Commission in the 41st National Assembly. Head of the delegations of the Inter-Parliamentary Union and of the Parliamentary Assembly of the Council of Europe in the 44th National Assembly.

One of the initiators and contributors in the elaboration of the Bulgarian National Audit Office Act, adopted in 2010, which is the basis of the current act. It was his idea to create an Advisory Council to the Bulgarian National Audit Office. In the current act, this idea finds expression through the participation of representatives of the professional organizations - the Institute of Chartered Accountants and the Institute of Internal Auditors in Bulgaria, in the management of the institution.

Elected as President of the Bulgarian National Audit Office on 28th of July 2023 by the 49th National Assembly.
