Technical passports for buildings should be prepared by December 2022

By December 2022, there is a requirement that technical passports should be prepared for the buildings in Bulgaria. There will be no extension of the deadline, Deputy Minister of Regional Development and Public Works, Valentin Yovev, told BNR on January 18.

He explained that if a building does not have such a passport after the end of the deadline, the mayor of the relevant municipality will assign such passport to be prepared and the owners will have to pay for the procedure. This will be done in two ways - for the cost incurred, an enforcement order will be issued to collect the receivable or with a voluntary agreement with the owners of the buildings.

The technical passport is absolutely necessary for the operation of each building, said Deputy Minister Yovev. This document summarizes the information about its construction, its commissioning and all elements of its technical characteristics - elements of construction, structural stability, fire safety and others.

It is prepared in order to establish the sustainability of the buildings and facilities and the safety of living and use, as well as the compliance of their characteristics with the requirements of the current regulations and the necessary measures for their improvement.

According to the legal requirements, a technical passport should be drawn up for the recent buildings, build after 2007, as well as after reconstruction, major renovation or overhaul of an existing building. However, the percentage of technical passports drawn up for existing residential buildings built before 2007 is still low, Deputy Minister Yovev said.

The Ministry of Regional Development and Public Works will assist in obtaining information about the state-owned buildings, and the documentation for the residential buildings should be sought in the municipalities where it is stored, explained Eng. Yovev. He added that there is almost no unknown ownership of buildings or individual sites in them, so he does not expect any difficulties in this direction.

For all questions and clarifications on the details of the process of certification of the buildings, the Ministry of Regional Development and Public Works plans to make an explanatory campaign, Deputy Minister Yovev assured.
