Caretaker Prime Minister Dimitar Glavchev, who this morning (April 22) sent President Rumen Radev a letter requesting that he also be appointed to the post of Foreign Minister, and the President later issued a decree, will be the second caretaker Prime Minister in Bulgaria's recent political history. who will simultaneously hold the positions of caretaker Prime Minister and caretaker Foreign Minister.

In the first ever caretaker government in the history of our country - the one with Reneta Indzhova as Prime Minister (from 17 October 1994 to 25 January 1995), the post of Prime Minister was not combined with that of caretaker Minister of Foreign Affairs. At that time, the completely non-partisan Ivan Stanchov took the post for the duration of the caretaker cabinet’s term in office.

In the country’s second caretaker government of Stefan Sofianski (from 12 February 1997 to 21 May 1997), the Prime Minister and the Minister of Foreign Affairs were also different people. The then caretaker Foreign Minister was Stoyan Stalev, also a non-party member.

The practice of combining the post of caretaker Prime Minister and caretaker Minister of Foreign Affairs was introduced in the third caretaker government, headed by Marin Raykov and appointed after the resignation of the Borissov cabinet in response to the anti-monopoly protests in the country and after three failed attempts to form a government. In the Raykov cabinet, which governed the country from 13 March 2013 to 29 May 2013, caretaker Prime minister, Marin Raykov, was appointed to simultaneously serve as Minister of Foreign Affairs.

The next one was the caretaker government of Georgi Bliznashki, where the practice of the Prime Minister also being a Foreign Minister was discontinued. The cabinet of Bliznashki governed from 6 August 2014 to 7 November 2014, in which Daniel Mitov, from the Movement "Bulgaria of Citizens" at the time, was appointed as caretaker Foreign Minister.

The government of Ognian Gerdzhikov is the ninety-fifth government of the Republic of Bulgaria, and the fifth caretaker government in the history of this country. It was appointed on 27 January 2017 by President Rumen Radev, and its term in office was until 4 May 2017. The Foreign Minister was Radi Naydenov.

The first caretaker government of Stefan Yanev is also the sixth caretaker government. It was appointed by President Rumen Radev and acted in the period May 12 - September 16, 2021, and on September 14, 2021 became the longest-ruling caretaker government in Bulgarian history, surpassing the duration of that of Bishop Clement in 1879 - 1880. The Minister of Foreign Affairs was the non-partisan Svetlann Stoev.

In the second caretaker cabinet of Stefan Yanev, Svetlann Stoev was again appointed as caretaker Foreign Minister. Yanev's second caretaker government run from 16 September 2021 to 13 December 2021, appointed by President Rumen Radev.

The first caretaker government of Gulub Donev is the hundredth government of Bulgaria and the eighth caretaker government after 1990. It was appointed on August 2, 2022 by Decree № 215 of President Rumen Radev and is the longest serving caretaker government (185 days).

It was dissolved by the President on 3 February 2023. The post of caretaker Minister of Foreign Affairs was held by Nikolay Milkov.

Milkov continued his work at the head of the Ministry of Foreign Affairs in the second caretaker government of Gulub Donev (and the ninth caretaker government in the recent history of the country), which run the country from 3 February 2023 to 6 June 2023.

Thus, in the 10th caretaker government in the country's history - that of Dimitar Glavchev, appointed by President Rumen Radev, the caretaker Prime Minister will also serve as Foreign Minister.

Otherwise, in the world history - not in caretaker, but in regular cabinets, only in three countries in the world - Fiji, Samoa and Qatar, the post of Prime Minister and that of Foreign Minister are held by the same person.
