Health insurance contribution for unemployed raised to BGN 31.20 per month
As of 1 August 2023, people who pay their own compulsory health insurance contributions (e.g. long-term unemployed who do not receive unemployment benefit and are not insured by the state, graduates - uninsured on other grounds, etc.) and are not registered as self-insured under the Social Insurance Code will owe a minimum of BGN 31.20 per month.
From the first day of August this year, the minimum monthly amount of the social security income for self-employed persons has been increased and it is now BGN 780. According to the Health Insurance Act, the uninsured on other grounds are insured on an income not less than half of the minimum amount of the insurance income for the self-employed. Thus, the health insurance contribution for them is calculated at 8% on a monthly insurance income of not less than BGN 390 and not more than BGN 3,400 per month.
The deadline for payment of these contributions is the 25th of the month following the month to which they relate, the NRA reminds. The health insurance contribution for August 2023 must be paid by 25 September 2023 at the latest. All those who are obliged to pay their own health insurance contributions should also submit a declaration Form No. 7 to the NRA, the revenue agency reminds.
It should be submitted electronically with a personal identification code /PIC/ of the NRA or with a CEP, through the electronic services portal or at the office of the revenue agency by the 25th of the month following the month for which the obligation to pay health insurance contributions on this basis arose.
The health insurance rights of citizens who are insured at their own expense shall be interrupted if more than three monthly contributions are not paid within a period of 36 months. The period shall be counted up to the beginning of the month preceding the month of the medical care provided. Citizens' health insurance rights, which have been interrupted, shall be restored provided that they have paid all outstanding health insurance contributions for the last 60 months. Rights shall be restored from the date of payment of all outstanding health insurance contributions for that period.

Citizens can check their health insurance status, as well as check the periods without health insurance data, through the NRA's electronic service, which is freely accessible on the NRA Portal.
